In the face of external pressure, Canadians now have the opportunity to demonstrate whether Canada is simply a colonial construct, or a nation. So far the track record is not very good.
Losing a bunch of soldiers in overseas colonial wars does not build a new nation.

We had a drought in Alberta in 2000-2001, when apparently this phenomenon was last observed. We are currently in the fourth year of an ongoing drought, so the driving force behind the migration is likely a lack of food.

It is good to be optimistic, but the lack subsoil moisture in Central Alberta tells a different story. Going into winter, sloughs and dugouts were dry or drying out in a big circle around Red Deer. The last time I observed something like that was in 2002.
Next year's crops will tell the real story.

To date we have tended to take the snow melt runoff from the mountains for granted to fill up the Gleniffer Lake reservoir. Not so this year even though snow pack indicators are positive. Atmospheric conditions and soil moisture in the catchment areas of the Red Deer River will determine the amount of runoff coming down the river into the lake.

While pontificating about the coming water crisis, the Dickson Dam is being drained at a rate of 16 cubic meters of water per second. Today at less than 56% of capacity.
It is like complaining about going broke without changing any spending habits.

Just a "heads up": The Dickson Dam is currently at 62.5% of capacity and is being drained at the rate of 16+ cubic meters per second.
If the dam inflow rate does not change, it will at about 20% of capacity by the end if April.
